According to Kosovo Agency of Statistics (ASK) data on enterprise IT specialist employment, only 15.0% of Kosovo enterprises employed ICT specialists in 2021. This rate increases with enterprise size: 10.2% for small enterprises (10–49 employees), 28.5% for medium enterprises (50–249 employees), and 56.4% for large enterprises (250+ employees).

The availability of ICT specialists within enterprises is a key indicator of digital maturity and innovation capacity. Kosovo Agency of Statistics (ASK) data reveals a significant digital talent gap, particularly among SMEs. While large enterprises have largely integrated IT professionals into their operations, the majority of small and medium enterprises operate without dedicated ICT staff.
This talent gap creates dual investment opportunities: first, for IT staffing and recruitment agencies specializing in Kosovo's labor market; second, for managed IT services and outsourced ICT solutions (SaaS) that can serve enterprises lacking in-house expertise. Kosovo's young, tech-savvy population—combined with competitive labor costs—also positions the country as an attractive nearshoring destination for IT services.
However, the digital talent gap also signals challenges in enterprise readiness for complex digital transformation initiatives. Investors targeting Kosovo's enterprise market must factor in training needs, digital literacy levels, and the availability of local technical talent.
