Kosovo Agency of Statistics (ASK) data on citizens' use of online government services reveals the pace of public-sector digital transformation.
For GovTech investors and public-sector digitalization service providers, Kosovo's e-government expansion creates opportunities in digital identity solutions, online permitting systems, tax filing platforms, and citizen engagement portals. The EU integration process further accelerates e-government initiatives through harmonization requirements.
However, e-government adoption faces challenges including digital literacy gaps, trust in online government services, and the quality of digital public infrastructure. GovTech investments must align with government procurement processes, public-sector regulatory requirements, and data sovereignty policies.
