The Kosovo Agency of Statistics (ASK) data on traffic convictions reveals a dramatic transformation in enforcement mechanisms. Traffic convictions dropped from 188,229 in 2016 to 15,070 in 2019, representing a significant shift in how traffic violations are processed. Despite this decline in court-processed cases, traffic violations at their lowest in 2019 still represented approximately 73.6% of all basic court convictions, demonstrating the continued dominance of traffic enforcement in the judicial system.
