The Kosovo Agency of Statistics (ASK) data set published as 'Juveniles convicted in basic courts, sentence types and measures imposed (2017)' transparently reveals the judicial mechanism's approach toward youth. In 2017, a total of 766 juveniles were convicted across Kosovo's basic courts. When examining the distribution of these decisions by sentence type, it is evident that custodial (imprisonment) sentences are exceptional in nature. Of the 766 youth, 381 (approximately 50%) were placed under 'Enhanced Supervision/Monitoring Measures' (Added surveillance measures). The second most common decision was 'Judicial Reprimand' applied to 190 youth. Additionally, 53 youth received 'Community Service' (Works in general benefit) sentences. In contrast, the total number of youth receiving actual imprisonment sentences (ranging from 5 days to 10 years) was only 70. These statistics prove that Kosovo juvenile courts adopt a restorative and supervised release-based justice approach rather than punishment.
