The Kosovo Agency of Statistics (ASK) data set published for first-instance courts titled 'Adult persons convicted by gender (2003-2024)' transparently reveals the twenty-year evolution in the country's judicial capacity. When examining the data, only 4,870 adults were convicted across Kosovo in 2003, during the period when the United Nations (UNMIK) administration was predominant. In 2008, the year Kosovo declared independence, this number jumped to 10,785, and by 2012, when state institutions began operating at full capacity, it reached 18,339. One of the system's highest judicial volumes was recorded in 2018 with 19,721 convictions. Looking at current data, the judicial system is seen to have settled into a certain equilibrium: 12,746 in 2022, 12,963 in 2023, and 15,259 adult conviction decisions in 2024. The one constant throughout the twenty-year period is that the convict profile consists of males in the 93-96% range.
