Data-Driven Analysis According to Kosovo Agency of Statistics (ASK) data on 'Juveniles convicted by Basic Courts, type of sentence and measures imposed,' Kosovo's juvenile justice system demonstrates a clear rehabilitative and restorative approach. In 2017, of 766 convicted juveniles, 381 received enhanced supervision/monitoring measures, 190 received judicial reprimand, 53 received community service orders, and only 70 received actual imprisonment sentences. This distribution shows that custodial sentences account for approximately 9% of all juvenile convictions.
Kosovo's preference for rehabilitative measures over imprisonment for juvenile offenders has positive implications for the investment climate. By keeping young offenders out of prison and under supervised rehabilitation, the state preserves the future workforce potential while maintaining social stability. This approach aligns with EU standards and demonstrates Kosovo's commitment to modern justice practices.
