When examining the responses of Kosovo citizens to the question "Does civil society serve as a proper monitor of democratic development?", a positive momentum in societal perception toward NGOs is observed: Significant Decline in Distrust (Not at all): In March 2011, the percentage of men who thought civil society "not at all" fulfilled this duty was 39.6%, while for women it was 37.6%, a high level. By May 2024, this distrust toward NGOs had dropped dramatically to 9.8% for men and 10.3% for women. Partial and Mostly Approval (Yes mainly): The percentage of men who stated NGOs mostly monitor democratic development was 22.9% in 2011 and 22.5% for women; by 2024, this rate rose to 46.1% for men and 38.5% for women. Increase in Full Trust (Yes fully): The percentage of those who "fully" believe in civil society's oversight power was 5.7% for men and 3.9% for women in 2011, and in 2024 data this rate reached 10.6% for women with a major leap and 8.2% for men, confirming the consolidation of trust in civic structures
