When examining the responses of Kosovo citizens to the question "Does the municipal administration work according to the priorities of Kosovo citizens?" by gender, a serious recovery in local governments' public image is observed: Sharp Decline in Absolute Dissatisfaction (Not at all): In March 2011, the percentage of men who thought municipalities did "not at all" work according to citizens' priorities was 42.6%, while for women it was 42.0%, a quite high level. By May 2024 data, this radical distrust had declined to 12.1% for men and 10.8% for women, proving that the backlash against local administrations has diminished. Rise in Mostly Aligned (Yes mainly) Perception: The percentage of men who believed municipalities "mostly" act according to public priorities was 23.3% in 2011, and had risen to 38.3% by 2024. For women, this rate showed a much more striking leap from 20.8% to 44.0%, demonstrating that trust in local administrations has become mainstream. Building of Full Trust (Yes fully): The proportion of those who argued local governments work "fully" citizen-oriented climbed from 8.7% to 15.2% for men and from 7.1% to 12.3% for women over 13 years, cementing municipalities' institutional legitimacy
