BRIEF SUMMARY Kosovo's growing retiree population each year is creating an enormous "Silver Economy" at the center of healthcare expenditures. According to Kosovo Agency of Statistics (ASK) data, as of early 2024, the number of citizens receiving regular old-age and contribution-based retirement pensions from the state has exceeded 198,000. In 2021 alone, the total cash budget allocated by the state to this demographic group and other social welfare programs was approximately 570 Million Euros. This enormous population with chronic diseases (hypertension, diabetes, etc.) whose direct "out-of-pocket" purchasing power is subsidized by the state presents an extremely low-risk, high-turnover market for retail pharmacy chains, dietary supplement imports, and medical product distribution nationwide.
In cities such as Pristina and Prizren, where tens of thousands of retirees live, the surroundings of polyclinics are the most strategic commercial real estate areas for pharmacies. However, the Kosovo Ministry of Health has bound pharmacy openings to a certain distance and population quota. All medicines and food supplements to be imported must comply with the barcode standards and price ceiling regulations of the Kosovo Medical Products Agency (AKPPM).
