The views of Kosovo citizens on judicial independence ("Is the judiciary independent in its decisions?") have followed a trajectory "from pessimism to trust-building" over the years: Sharp Decline in Absolute Distrust (Not at all): In March 2011, the percentage of men who thought the judiciary was "not at all" independent was at a record level of 68.0%, and this rate had declined to 18.4% by May 2024. Similarly, the absolute distrust rate of 57.5% among women declined to 20.7% by 2024. Development of Positive Perception (Yes mainly): The percentage of men who stated the judiciary mostly works independently was only 9.5% in 2011, and by 2024 this rate had reached 31.3%. Among women, it rose from the 18.5% level to the 26.4% range, reinforcing institutional trust perception. Full Approval (Yes fully): The percentage of those who believed judicial decisions are completely independent has risen from 2.2% to 6.2% for men and from 3.6% to 4.6% for women over 13 years, forming a slow but steady foundation
