This article examines public perception of how well local governments (municipalities) in Kosovo serve citizens' priorities, using UNDP Public Pulse data covering 2011-2024. The data shows that over the past thirteen years, there has been a very dramatic decline in the proportion of those who think municipalities are unresponsive to citizens' demands, while institutional transparency and service satisfaction have increased. Particularly for those planning investments in construction, real estate, and infrastructure sectors, this is a macro-level reflection of local administrations becoming more predictable and accountable. However, per Kosova Investment Joint Venture editorial and legal policy, we must emphasize that this increased societal trust does not constitute a legal guarantee for zoning permits or municipal licensing processes; the compliance of every real estate and facility project with local legislation must be separately subjected to feasibility assessment by independent experts
The evaluations of Kosovo citizens regarding the alignment of municipalities in their area of residence with their priorities have changed in UNDP data sets as follows: Major Decline in Pessimistic Perception: In March 2011, the percentage of men who stated that municipalities did "Not at all" align with citizen priorities was 42.6%, while for women it was 42.0%. By May 2024, this rate of complete distrust in local administration had declined to 12.1% for men and 10.8% for women. Steady Increase in Positive Perception: The percentage of those who stated that local administration "Yes mainly" observes citizen priorities was in the 20-23% range in 2011, and by 2024 had reached 38.3% for men and 44.0% for women. Full Trust: The percentage of those who said "Yes fully" that municipalities work for the people was in single-digit figures in 2011 (8.7% men, 7.1% women), and by 2024 had climbed to 12.3% for women and 15.2% for men
