Structural growth has been recorded in the "Democratization Index" scores created by combining Kosovo public's perceptions of transparency, civic participation, freedom of expression, and institutional accountability over the years: Low Democratic Trust Period (2011): In March 2011, the democratization index was at 0.92 for men and 0.93 for women. These scores indicated that widespread pessimism regarding institutional functioning dominated society. Recovery and Upward Trend: In subsequent years, the index gained steady momentum; for example, in June 2018 it reached 1.48 for both women and men, demonstrating that institutional legitimacy was beginning to be built. Positive Democratic Consolidation (2024): By the most recent May 2024 data, the Democratization Index score had climbed to 1.65 for men and 1.60 for women. The scores exceeding the average neutral threshold (the 1.50 range) statistically confirms that democracy has spread to the grassroots in Kosovo and institutional transparency has transformed into rational belief
